RH Community Builders
Project Manager
Position Overview
We are seeking an organized, proactive Project Manager to join our development team based out of our Fresno office. Reporting directly to the Director of Affordable Housing Development, you will take ownership of the day-to-day workflow across active projects—representing the firm on project calls, conducting regular site visits, handling lender due diligence, tracking costs, and preparing state funding applications under the Director’s guidance.
This role is ideal for someone with around one year of direct exposure to affordable housing who wants to take on more responsibility, handle the operational heavy lifting, and run with projects while receiving direct mentorship and direction on high-level strategy.
Key Responsibilities
Project Coordination & Partner Representation
- Represent RHCB Development as the day-to-day operational point of contact on regular project coordination and Owner-Architect-Contractor (OAC) meetings.
- Conduct regular field and site visits to inspect project conditions, check in on construction progress, and report back to the Director.
- Coordinate third-party consultants, design teams, and contractors to ensure project deliverables stay on schedule.
- Maintain development timelines, keep milestone task lists current, and prepare agendas and meeting notes for weekly internal meetings.
Applications, Due Diligence & Closings
- Prepare and compile application packages for state and local funding programs (including HCD, CTCAC, CDLAC, CalHFA, HDFC and local NOFAs) with oversight from the Director.
- Lead the assembly and submission of due diligence (DD) requests from lenders, equity investors, and public agency funders through loan closings and disbursements.
- Work comfortably inside Excel-based pro formas at an operational level-- populating basic project inputs, such as project addresses, rents, basis limits, FMRs, UAs, etc and setting up models for the Director to review and test scenarios.
Cost Tracking & Monthly Draws
- Track ongoing pre-development and project expenses against approved budgets.
- Prepare and assemble complete monthly draw requests (including compiling invoices, lien waivers, and backup documentation) for lender and funder reimbursement.
- Code vendor and consultant invoices for the Director’s review and approval.
Corporate & Entity Administration
- Handle organizational filings with the California Secretary of State for project LLCs and Limited Partnerships.
- Procure EINs and assist in assembling organizational charts and closing signature blocks.
Required Knowledge, Skills & Abilities
- Self-Starter Mentality: Ability to take direction on a project, own daily execution, and know when to loop in the Director for critical decisions.
- Affordable Housing Exposure: Working familiarity with the affordable housing development cycle, public funding mechanisms (e.g., LIHTC/HCD), and standard closing due diligence.
- Financial Literacy: Comfort navigating Excel spreadsheets, entering numbers into pro forma models, and tracking project costs and budgets.
- Communication & Presence: Clear written and verbal communication skills; professional demeanor when representing the company with lenders, consultants, and project partners.
- Mobility & Presence: Must be based in the Central Valley for daily in-office collaboration and possess a valid California Driver’s License with the ability to conduct regular site visits throughout the Central Valley and surrounding regions (mileage reimbursed).
Qualifications
- Experience: Minimum of 1 year of direct experience in affordable housing development.
- Education: Bachelor’s degree preferred.
- Technical Skills: Proficiency in Microsoft Excel, Word, Google Drive/Workspace, and virtual meeting platforms.
